Football fans might be interested in this web site which has a re-sortable table of World Cup competitors (click on arrows at the top of columns to sort by that column). Some of these indices are weighted by number of appearances and some are raw data (hence worse for teams which have played more matches).

Italy, Portugal, Paraguay and Holland have the worst weighted index of foul play. Trinidad, Sweden, Costa Rica, Brazil and the USA have the best.

Japan committed fewest fouls, France committed most (but then they played most games). Portugal and Italy had most dives and most tantrums.
